Parents Sentenced to 15 Years to Life for the Murder of 7-Year-Old Billie Williams

Stockton - Billy Williams and Takiesha Williams were sentenced to 15 years to life in prison for the murder of their seven-year-old daughter, Billie Williams. The pair pled guilty to second-degree murder (PC 187) after a harrowing investigation revealed that they repeatedly abused Billie, inflicting fatal injuries over several months.

In the early morning hours of May 23, 2020, Billie Williams’ biological mother, Latisha Titus, contacted the Stockton Police Department for a welfare check, fearing her daughter had died while in the care of her father and stepmother. When officers arrived at the Williams’ residence, they discovered Billie’s lifeless body, covered in bruises and wrapped in blankets, in the backseat of a family vehicle. Despite immediate life-saving efforts, Billie was pronounced dead at the scene.

The Stockton Police Department launched a thorough investigation, with the San Joaquin County Medical Examiner’s Office confirming that Billie’s death was a homicide caused by repeated blunt force trauma. Both Billy Williams and Takiesha Williams were found to have struck, punched, slapped, and whipped Billie with various objects over several months, leading to her death.

District Attorney Ron Freitas praised the efforts of the Stockton Police Department and Deputy District Attorney Elton Grau for their dedication to securing justice for Billie. He also acknowledged the role of Judge Villapudua in ensuring a just outcome in this heartbreaking case.

“This case represents the darkest depths of child abuse, where a vulnerable life was stolen in the most horrific way by the very people who should have protected her. Billie’s memory will not be forgotten, and this office will continue to fight for those who cannot defend themselves,” said District Attorney Ron Freitas. “We remain committed to holding abusers accountable and ensuring the safety of all children in San Joaquin County.”
